Doe it have to be a small dog? 'Cause whippets are a medium-sized dog that is easy to groom and in my opinion, cute. They don't bite and are wonderful for little kids. You would need a tall fence because they're known to jump very high and are sight hounds.

Though 'Pocket' Beagles are certainly cute little muffins (x3), the breed does not technically exist. If you get one it will most likely be just a poor quality runt that a breeder wants to make some money off of. As well, 'Pocket Beagle Breeders' tend not to care whether or not diseases like hip dysplasia are passed on to the litter. Not to mention beagles, like most hounds, are notorious for being barkers despite training. AND they are very difficult to train. Trust me. You wanna dog that you can hide? I don't think there is a beagle on this earth, pocket or otherwise, that would be suited to such a 'secretive' life. They're...Forive me my sweet Ladybug, home-wreckers, loud barkers, probably one of the most difficult dogs to train, AND they're runners. BIG TIME. I see more lost dog posters with beagles on them than any other dog, besides huskies.
The Westie seems like a better bet. It's pretty easy to train them not to bark, and well...in general. They aren't particulalrly hyper and they're good with children besides. VERY intelligent little dogs. o3o And not in the naughty-way that beagles are. I recommend not getting a puppy though. Take it from me, an older dog from a shelter is waaaay better. Or just an older dog in general. :3

Thanks, Pyro. I keep hearing about how bad beagles are, and I actually just got back from the shelter. I found this adorable cocker spaniel/ poodle mix and I think I'm going to adopt her. She's a year and a half old and she has these pretty honey colored eyes. I hate poodles. But I think this one might work. Her name is Lucy but I'm going to call her Simba.

YES. Beagles=Badness. As much as I love hounds, I don't think I'll ever get another beagle. xD
Lucy looks cute. As long as she's nice, I say go for it. o3o

I don't like Westies. In my opinion, all these teacup dogs are annoying. If you want to get a well-behaved, small dog, get the mini beagle!!

Beagles are great dogs if you train them correctly, Pyro. I have--had a Beagle and I would kill to bring Daisy back.
