"There'll be fighting, romance, and stuff like that." -- Your vagueness makes it sound at though you have no plot at all. What you have is a setting and a situation.
What forces characters to interact in a way that's worthwhile? What do characters disagree on? Why? What are they doing about it?

What forces characters to interact in a way that's worthwhile? --- - The creatures (By this, I mean the majority of them) hope to gain their land back from the humans. - The gifteds, and what humans shall figure out about the dilemma do not wish to be forced away. *The creatures want the land that they once owned, and the humans/gifteds want the rights they were told they have.
What do characters disagree on? Why? --- As stated above, the creatures and humans/gifteds disagree on land rights. They each were raised to believe different things, so different opinions come up.
What are they doing about it? --- Some are fighting, some trying to talk, some ignoring, some running- it all really depends on the character one is talking about.

Hey, Ten. You wouldn't mind helping with another dragon plot, would you? I made it a while ago, but I want to try it out sometime. I'm fine with it if you say no. Which are what? -- To be on the land that, for all they know, they own. And freedom. Don't forget freedom.

"Pretty much, yeah." -- So, in essence, the role play is just waiting around for the creatures to get there, then war strategies and blow by blow fighting?

Then why didn't they keep tabs on it? -- The guard died a while before and nobody checked on him :D?
