Evil is an opinion, not really a concept or a way of life.
To certain people, I'm evil, to some, I'm not. To me, there is definitely evil in this world. But what I think is evil is not so in other eyes. "Evil" people don't think they're evil, they may have qualms about what they are doing, but they don't say to themselves, "I'm evil and I hate good people."
In the same way, crazy people don't neccesarily know they're crazy. It really depends on the level of their sanity, and how much they can interpret the world around them. If they can actually think about how they act and think, they might or might not decide they've gone insane.

"he is obsessed with how people drive and will point out any errors they make to me," -- Mine does that too.
"and my mother, well, she's having some trouble with the fairies that live in our basement" -- Okay then. Abnormal, maybe, but I wouldn't call her crazy.
"Crazy is a deviation from social norm," -- That's how people use the word, but it's not what it means.
"or ideal mental health, or failure to function adequately, by definition." -- Something like that.
"I believe evil is not something a person can be, but an act." <-- true
"Evil is an opinion" -- If you want to look at it that way, everything is an opinion, and if everything is an opinion, there's not much good in saying so, as it does not distinguish it from anything else.
"'Evil' people don't think they're evil" <-- thank you
